CASSANDRA-19946 started using {{ParameterizedClass.newInstance}} instead of the
old specific {{newCIDRAuthorizer}} - this change requires us to have a
{{Map<String, String>}}-constructor for the parameters, which
{{CassandraCIDRAuthorizer}} doesn't have
