merge CI was fine, but Caleb merged a change with regard to SAI and empty
bytes, so rebased to pick that up and started testing it more. Had to keep the
KnownIssue for SAI with empty bytes to stay stable, but now will generate empty
bytes for types that allow and are not indexed by SAI
