CEP-37 introduces a new table property //auto_repair//. This table property is
by default enabled irrespective of AutoRepair scheduler's status (enable or
disabled).
The table property should be excluded by default to avoid an edge-case scenario
when upgrading from 4.x to the trunk with a newly introduced AutoRepair table
property. In the corner case, the 4.x node might not restart and complain about
the missing table property.
We should disable this table property by default.
