Attached patch can stop the following, COMPACTION, VALIDATION, KEY_CACHE_SAVE,
ROW_CACHE_SAVE,CLEANUP, SCRUB, INDEX_BUILD
nt stop <compaction type>
but for the minor compaction when we run stop it starts immediately hence i am
not sure if this will help to stop the minor compactions but it is definitely
better than restarting.
