How, if at all, does this intersect with the in-jvm dtest framework bits and
bobs inside the core C* project? Thinking {{api}} and {{impl}} here:

Is there an opportunity for us to add a new build target in the parent ASF
repo for a {{cassandra-test}} shared library we could then leverage in the
ecosystem and other projects could leverage as well?
Seems kind of analogous to a "ccm + python-dtest" package for the Java
ecosystem.
