Is there a chance this can go in the next fixpack (e.g. 5.0.5). The bug also 
prevents commands that can change the configuration on the fly to work (e.g. 
increasing the number of compactors, if the bootstrap is taking a long time 
because there are index builds for large tables, but to few compactors) in 
addition to make it more difficult than necessary to understand what is 
happening in the bootstrapping node.  While JMX is up and is accessible via 
other means, it makes it awkward not to be able o run nodetool commands during 
bootstrap.
