{{NodeStartupTest}} and {{NodeRestartTest}} are stable, but they are only so
because {{SAITester#simulateNodeRestart()}} does not fully simulate the index
initialization logic after CASSANDRA-20732. {{StorageService$isStarting()}}
calls should essentially return true during the retrieval of the index
initialization task.
