We've roughly stabilized single-partition reads in CASSANDRA-20830, but there
are still several outstanding failure modes for range reads, and at least one
scenario (i.e. CASSANDRA-19007) has not yet been tested. It's time to dig into
to root causes of those failures, starting with the set of minimal repros
already codified in {{MutationTrackingRangeReadTest}}.
