A follow-up to work done on CASSJAVA-92. The earlier ticket added the notion
of "driver baggage" as metadata that can be passed along to the server for
display in nodetool (and potentially other utilities). Info is gathered from
all LBPs and passed along via the STARTUP message.
The original impl gathers data to add from each LBP when the DriverContext is
created. The goal of this ticket is to make this data gathering more dynamic,
allowing for a kind of intermediate refresh. Rationale is that some
information only becomes available one the LBPs have had a chance to complete
initialization... and that occurs after the driver connects to the set of nodes
(which is well after context initialization).
