The {{dump_heap_on_uncaught_exception}} option was added on CASSANDRA-17795 to
collect a heap dump when any uncaught exception is handled by the
{{JVMStabilityInspector}}.
However it's currently generated on any exception inspected by
{{JVMStabilityInspector}} which I think is not the desired behavior.
