With RBAC in Cassandra Sidecar, we store user permissions in Cassandra tables.
These permissions are cached in Sidecar as AuthCaches for faster request
processing. We want to have the capability to invalidate all AuthCaches
immediately when required. So this creates a new endpoint, which takes in the
auth caches name and invalidates all entries in the specified cache.
