In order to coordinate the execution of cluster-wide operations, we need to
implement an {{OperationalJobCoordinator}} interface. By default, we will
provide the {{StorageOperationalJobCoordinator}} implementation which interacts
with the {{{}StorageProvider{}}}.
This coordinator will use a compare and set operation to ensure that it sets an
operational job as active if and only if there are no other active operational
jobs.
