This ticket will track the work needed to implement rolling restarts via
Sidecar, once the operational job framework supports cluster-wide operations
and persistent storage of jobs. The rolling restart should be configurable,
allowing single nodes up to an entire Cassandra cluster to be restarted within
a single operational job. More details can be found in
