Description:
As a part of the rolling restart operational job, we should create both the
RollingRestartJob, representing the entire restart, and the RestartJob, which
will represent a local node restart.
The {{RollingRestartOperationalJob}} should contain logic for creating a
deterministic order of nodes to restart based on which nodes can be restarted
concurrently and the rackParallelism parameter discussed in the [POST /restart
API|https://cwiki.apache.org/confluence/display/CASSANDRA/CEP-53%3A+Cassandra+Rolling+Restarts+via+Sidecar].
The {{RestartJob}} should contain logic for contacting the {{LifecycleManager}}
to stop and start local nodes. It should also contain logic for conducting a
configurable health check before restarting nodes.
We should also add a rolling restart configuration section in
{{{}sidecar.yaml{}}}. This section should include a feature flag for
enabling/disabling rolling restarts and default values for restart job
parameters, such as {{{}sidecarHealthTimeoutSeconds{}}}.
