Description:
Same as CASSANDRA-20669 which only got applied to 4.x
cqlsh tests in 3.x still run on python2.7 and that is failing, for the same
reason: the latest get-pip.py isn't compatible, it needs to be pinned to a
python2.7 version.
3.x isn't supported anymore, but we still want CI to be left in a working state…
