If a keyspace is switched from tracked to untracked mutation, it's log data
needs to be dropped or otherwise marked deleted. This is partially for cleanup
reasons, but also to prevent data resurrection issues in cases where keyspaces
are switched from tracked to untracked and then back to tracked.
