Recently added GitHub actions for qualifying PRs seems to be missing some
checks done as part of Circle CI runs. For e.g. checkstyle checks are failing
in Circle CI but no failures flagged as part of GItHub actions workflows.
Should ensure Circle CI is green when GitHub actions are green.
