Make auto bootstrap smarter

Just wanted to create this before I forget. One of the things we noticed when
we were looking over the auto bootstrap code:
When the bootstrapping node tries to determine its token, it looks at the ring
for the node with the most 'load'. It then sends a message to that node to
split its range. The function on that node will sample the keys to figure out
where it should split the range. This can actually be very bad. If you have a
data model where you have very few keys, and very wide rows the token it picks
could be very bad. We should make this more auto bootstrap more intelligent
than just looking at the node with the most disk space.
