Add support for configuring the storage_port in Cassandra instance metadata and
configuration. The storage port is used for inter-node communication in
Cassandra clusters, including gossip protocol, data replication, and repair
operations. This enhancement exposes the storage port through the
InstanceMetadata and InstanceConfiguration interfaces, allowing Sidecar to be
aware of and utilize this configuration parameter.
