If you're offline, you should have the ability to skip the submodule re-init
post-checkout hook. If you don't have network connectivity and it fires it'll
nuke your local submodule checkout which then leaves you unable to build until
you reconnect to the internet.
Also matters for airgapped CI / build environments.
