Description:
There's a handful of small issues with GitHub actions.
- Labels are not applied to containers, making it impossible to determine
which git sha they correspond to
- Container publish action is failing due to blocked gradle setup task by ASF
- Some tests are flakey
- HTML test results not being properly collected.
