The MT sync barrier currently used by the failover process is oriented around
repair and so assumes/requires that all nodes are up. For failover / primary
transfer we don’t actually require every node to participate, just a quorum of
quorums, so that we can guarantee that acknowledged writes are visible to reads
in the new query configuration.
