The schema change starting a primary change / failover currently puts the
keyspace into a migrating state, but nodetool is needed to complete the
failover. The schema change should (configurable, but on by default) actually
initiate an automatic failover that will attempt to complete the failover
process on it’s own, with some degree of retrying.
