Add the configuration_management section to sidecar.yaml and the Guice module
that provides ConfigurationManager. The module is conditionally included based
on the enabled flag, following the CdcModule pattern.
New config interfaces (ConfigurationManagementConfiguration,
TemplatesConfiguration) and their Jackson implementations support
configuration_store path, optional base template (templates.cassandra_yaml),
failure_policy, and pluggable provider via ParameterizedClassConfiguration.
