{{ClusterMetadataUpgradeHarryTest}} has historically been rather long running
and so would often time out in CI infra, but would invariably pass when run
locally.
It now fails 100% of the time for me locally and while I haven't dug into the
precise cause yet reverting CASSANDRA-21429 gets it passing again.
