    Description: A node whose decommission has failed can remain in the 
DECOMMISSION_FAILED even after resuming decommission. In this scenario, running 
`nodetool decommission` will resume the decommission and trigger streaming, 
while its state remains in DECOMMISSION_FAILED. This makes it difficult for 
operational tooling to distinguish between a terminal failure vs. and 
in-progress decommission.  (was: A node decommission got failed and it went 
into DECOMMISSION_FAILED state. Ran nodetool decommission again for that node. 
Streaming started after that, but operation mode remained in 
DECOMMISSION_FAILED. It makes it difficult for tooling to detect decommissioned 
failed instance vs in-progress decommission.)
