Several CDC settings configured via the sidecar’s "configs" table were silently
ignored downstream. SidecarCdcOptions — the CdcOptions implementation consumed
by SidecarCdc (the CDC read path) and SidecarStatePersister never read these
values from CdcConfig, so downstream consumers always ran on
cassandra-analytics' hardcoded interface defaults regardless of what operators
set in the config table. Need MTC approval for creating JIRA and the patch.
