C/C++ version of a combination of
[CASSANDRA-19292|https://issues.apache.org/jira/browse/CASSJAVA-26] and
[CASSANDRA-19635|https://issues.apache.org/jira/browse/CASSJAVA-29]. Note that
this includes adding a translation layer for cassandra.yaml configs that
changed names in 4.1.
