If maximum threshold guardrail exists, it most likely guards performance
concern (size of quorum increases with CMS size). A large CMS size could make
the commits slower. It doesn't guard like min threshold (guarding from CMS
sizes like 1 or 2 causing availability concerns). I feel maximum threshold did
not appeal much.
