A consequence of moving to Java17 for 5.0.  Java17 included the second 
incubation of the vector API (see [JEP 414|https://openjdk.org/jeps/414]) so 
I'm wondering if we can leverage that to provide more efficient vector 
manipulations than what's provided via CqlVector.

I'm not envisioning a wholesale replacement of CqlVector (even though we would 
target something like this for 5.0).  I'm imagining a set of codecs to perform 
the translation that users could leverage if they wish to do so.  Besides, 
based on some preliminary research it looks like early versions of this API 
only support vectors of primitive types anyway and we'd need support for 
arbitrary types.  But still, if somebody _knows_ they're using vectors of 
primitive types the API could offer some gains... and I'm guessing at least a 
fair number of folks would be using primitives here.
