The topology change does fix TopologyTest.basic and makes sense to me. But the
change to `TopologyChangeTest.lateBarrierTest` feels off; we stop validating
node4 rejects the transaction under the premise that the network filter isn't
working as we added logic to bypass networking when we can handle a message
locally... but disabling that logic doesn't fix the test... so I think the root
cause isn't well known yet.
