We might fail counter writes due to not including all replicas as
{{liveAndDown}} when creating the {{ReplicaPlan}}
{code}
java.lang.IllegalStateException: During operation execution, for keyspace
distributed_test_keyspace at ONE the ring has changed from Epoch{epoch=9} to
Epoch{epoch=18} in a way that would make responses violate the consistency
level.
