It's been a while, but I can be pretty sure I didn't go as far as you have to 
determine RH doesn't need the fix, so thank you for that!  It was my mistake 
thinking it needed it too.

Your PR for debian LGTM, I'm +1.  We need to fix this from 4.0.x but the patch 
is simple enough to apply everywhere.
