LGTM, I pushed a couple of commits to your branch with a minor tweak to the
method signatures but if you disagree with those and drop them, I wouldn't
complain.
Agreed that most of the complexity is in supporting upgrades from earlier
(pre-release versions).
Also, we should note that there is some degree of duplication, particularly
between the 2 {{Delta}} implementations but that is down to placements still
being endpoint-centric. In turn, that's a result of managing scope with the
CEP-21 implementation, but we should file a JIRA to address that as logically
they should also be id-centric too.
