Test and Documentation Plan:
Tests:
* New dtest cqlsh_tests/test_cqlsh.py test_consistency_level_options, marked
@since('5.0'). Not executed locally; CI is needed.
* Option parsing and validation checked by hand against a single node: valid
levels, a serial level passed to --consistency-level, a non-serial level
passed to --serial-consistency-level, and both keys read from cqlshrc.
Documentation:
* conf/cqlshrc.sample documents consistency_level and serial_consistency_level
under [cql].
* cqlsh.adoc lists both new command line options.
