{{SSTableImporter.importNewSSTables()}} does not consult
{{KeyspaceMigrationInfo.shouldUseTrackedTransfers()}} to make a decision on
whether the SSTables are still pending or have completed migration for specific
ranges. Currently, the decision is purely based on
{{cfs.metadata().replicationType().isTracked()}} without accounting for the
migration state.
