While we was working on CASSANDRA-21552 we found that failed force repairs
don't clear the force repair flag and will be triggered in the next
repair_check_interval on an endless loop until it eventually is successful.
A more reasonable approach is to clear the force repair flag for failed force
repairs. The failed repair would be logged in the same way as a failed normal
repair and the can be monitored in the log so actions can be taken to fix the
issue and if needed a new force repair can requested.
