[~smiklosovic] [~mmuzaf] I have updated the PR.
moved file to tools/autocomplete
created a helper file .build/header.txt which has licence text, which will be
prepended to the generated file
added the new file to debian/cassandra-tools.install
added a new target check-autocomplete as per [~mmuzaf]'s suggestion not sure
how to put that in the CI pipeline (is putting that in CI pipeline covered by
scope of this ticket?)
The earlier testing as in PR's description still holds.
