BufferingCommitLogReader reads mutations from a Cassandra commit log to feed
CDC. If a mutation fails to deserialize (e.g. an unknown-column error from a
schema mismatch), it was always treated as unrecoverable — the reader aborted
the whole commit log segment, even when the mutation belonged to a table that
isn't CDC-enabled and would have been discarded anyway.
Before giving up, cheaply check whether the mutation's table is CDC-enabled. If
it isn't, skip that one mutation and keep reading the rest of the segment
instead of aborting.
