The witness replication validation mechanisms need to be updated now that it's
backed by mutation tracking. Specifically, we shouldn't require read repair be
disabled, we shouldn't require that secondary indexes aren't in use, and we
should forbid adding witness replicas while a migration to mutation tracking is
still in progress
