To speed up the ASCII check path in UTF8Serializer.UTF8Validator, we can use
SWAR.
Another option would be to use vector API but we have to support older versions
of JDK + vector API is still in incubator..
Auto-vectorization unfortunately does not work for this logic in JDK21.
In preliminary microbenchmarks I have SWAR and vector API produces similar
results.
