BufferPool.putUnusedPortion[1] on an unpooled (overflow) buffer subtracts
(capacity - limit) from overflowMemoryUsage without freeing or shrinking the
buffer. A later put then subtracts the full capacity again [2], so the counter
ends at limit - capacity (negative).
