CPP version of [this
issue|https://github.com/datastax/native-protocol/issues/65]. At a minimum we
should add the field to [the decoding
logic|https://github.com/apache/cassandra-cpp-driver/blob/2.17.1/src/error_response.cpp#L120-L173]
(and the corresponding types). We'll also need to add a C accessor method to
the [public
API|https://github.com/apache/cassandra-cpp-driver/blob/2.17.1/src/error_response.cpp#L29-L110].
Prolly also worth a stab at a test case to confirm that we're not blowing up
streams which might happen to receive such an error.
