Currently only release artifacts of Sidecar are published. For development
purposes in downstream projects like Analytics, to test off of latest changes
in trunk in Sidecar, jars need to be built locally. This change adds a GitHub
Actions workflow that runs after a successful CI build of a push to trunk and
publishes SNAPSHOT builds of Sidecar subprojects to ASF snapshot repository.
