Fix native_transport_timeout version check in cql_tracing_test

The check compared versions as strings, so '4.1.13' >= '4.1.6' was False
for every version from 4.1.10 up. In this case native_transport_timeout was not
set, and its 12s default limited the 30s read and write timeouts to 12s. CL ALL
queries timed out when one replica was slow.
