Skip paxos repair on bootstrap in test_disk_balance_bootstrap

With paxos v2 and 256 vnodes, the bootstrap paxos repair runs 1558 cleanup
sessions. Each one flushes system.paxos_repair_history on every replica. On CI
agents with slow disks this does not finish within the 90s wait for the binary
protocol. The test checks disk balance, not paxos repair.
