They'd still show in the ring for that hour, so it might as well be aVLT from
the user's perspective. The proper way to do this would be to use the FD
normally, except we can't, at least not without adding a bunch of
special-casing for HIBERNATE, which I'm not fond of. Since CASSANDRA-3629 was
the impetus that started us down this path, I'm leaning towards just saying
"nodes won't show as joining until they are truly in the joining process" and
giving up here, but I'll think about it some more.
