Currently Dynamic snitch looks at the latency for figuring out which node will
be better serve the requests which works great but there is still a part of the
traffic sent and there is also a window when we dont know about some major
event happening on the node which is going to receive the data request.
It would be great if we can send some hints to the Snitch so they can score
based on known events which is going to cause higher latencies.
