I'll play devil's advocate here but what if someone was using the
CollatingOrderPreservingPartitioner (not as in 'it could be useful' but as in
'for some unknown reason they went with it')? Shouldn't we just deprecate it
but keep it around for compatibility sake? (as a side note, there is still a
mention of it in the comments of the cassandra.yaml file)
