I think we need a synchronized method in LeveledManifest to return a copy of
generations[i]. Otherwise {{new ArrayList<SSTableReader>(manifest.getLevel(i))
}}can race and error out.
Nit: would rename canDropTombstone to something like worthDroppingTombstones
